A two-storey civic interior built inside Blackwater's city hall, with an 1899 town square in front of it. It is a real interior (MLO) that the game recognises: walk in through the front doors, and see inside from the street through the windows. A grand reception hall, clerks' offices, records and archive, a wedding hall, a courtroom with judge's bench and jury box, the mayor's office and a meeting room. Every chair can be sat on.
